Biography

For over 6 years Doctor Almendarez was the Director of Tariffs & Administration at the Public Utilities Commission, the Regulator for Electricity, Water & Telecoms. His primary function included engaging with the utilities, the in house Director for the specific in house experts to conduct technical and economic analyses of submissions for annual tariff review (ATP) and full tariff review proceedings (AFTR), to make recommendations on tariffs, fees and charges to the Commission for Decision.

He was also the lead who engaged the media to explain changes, based on the Final Decision. He also improved his technical capability by undertaking courses During his tenure at the Public Utilities Commission, he also improved his technical skills by undertaking courses in Cost Modeling in Telecommunications in London, Advanced Issues in Regulating Electric and Water Utilities in Washington, DC, USA, International Settlements & Traffic Management-Telecommunications in Dubai, United Arab Emirates, Cost Modeling in Telecommunications, Long Run Incremental Cost Plus, in Port of Spain, Trinidad, Public Utilities Research Center/World Bank Training Program on Utility Regulation, Warrington College of Business in Gainesville, Florida, Cost Modeling in Telecoms at the Office of Utility Regulation.

Dr. Almendarez was also an International Speaker, for over six years at the Public Utility Research Center (PURC) /World Bank International Training in Utility Regulation, Public Utility Research Center of the Warrington School of Business of the University of Florida, Gainesville, Florida. He lectured on the Economic Analysis of Rate Determination in Electricity and Water Utilities. PURC is an internationally recognized academic center dedicated to research and to providing training in utility regulation and strategy, as well as the development of leadership in infrastructure policy. The Participants included Engineers, Economists and Accountants from across the globe. During his tenure as a Visiting Professor, Dr. Almendarez was recognized, by the University of Florida, for his invaluable contribution, as a Faculty member.
