Biography

Jose Urbina is an accomplished professional in the fields of business, technology, engineering, and governance with over fifteen years of service and training in the telecommunications industry. His expertise, combined with his strong leadership acumen, has allowed him to contribute significantly to the growth and development of this and other industries both locally and internationally.

Jose Urbina’s early experience as the Operations Manager at Centaur Communications Corp. Ltd. allowed him to add practical expertise to the knowledge and skill he had obtained from Universidad de Quintana Roo, where he earned his Degree in Energy Systems Engineering. Jose joined Smart Belize in 2006 where he served in different managerial capacities, namely Operations Manager, Circuit Switch and Packet Switching Manager, and Manager of Packet Switching/IP Core. During this time, he effectively managed the deployment of various services and solutions with principal responsibility on Network IP Core, IT Infrastructure and Security, Mobile Packet Core and Wireless Infrastructure, ensuring the quality and efficiency characteristic of his work. 

 

Jose Urbina went on to complement his experience in telecommunications with a Master’s Degree in Business Administration from the Universidad Interamericana para el Desarrollo. Since then, he has had the opportunity to apply his skill and knowledge as Manager of Mobile Planning and Engineering at Belize Telemedia Limited; Technology Manager at Prudential Management Firm; and Solutions and Implementation Consultant at SoarBelize.

 

Jose Urbina has been actively serving the Belizean populace since November 2020 through significant leadership roles with the Government of Belize, first as the Chief Executive Officer (CEO) in the Ministry of Youth, Sports, and E-Governance and currently, as the CEO in the Ministry of Public Utilities, Energy, Logistics, and E-Governance as well as the Digital Transformation Executive.

 

His experiences have cultivated in him an increased ability to apply his dynamic leadership and skillful expertise for the advancement of Belize and its people.
